General Questions
The National Institute of Public Administration (INTAN) is a public training centre under the Public Service Department (PSD) Malaysia with the role of conducting training for attitude development, skills strengthening and knowledge enhancement of public officers, as well as carrying out research, consultancy and publication activities to equip public officers with talent, capabilities and constructive thinking.
INTAN is located in Bukit Kiara, Kuala Lumpur with six (6) regional campuses and one (1) satellite campus as follows:
- INTAN Jalan Elmu Campus at Jalan Elmu, Kuala Lumpur;
- INTAN Northern Region Campus (INTURA) in Sungai Petani, Kedah;
- INTAN Southern Region Campus (IKWAS) in Kluang, Johor;
- INTAN Eastern Region Campus (INTIM) in Kemaman, Terengganu;
- INTAN Sabah Campus (INSABAH) in Tuaran, Sabah;

Applying to Attend Courses at INTAN
All civil servants are eligible to attend the courses at INTAN.
Applications can be made online through the INTAN portal at www.intanbk.intan.my by following these steps:
- Click on the "Course & Schedule" menu.
- Click on the "Course Application" module.
- Select a campus.
- Select a category/type the course name.
- Click on the link of the course name.
- Click “Apply for Course”.
Yes, INTAN also accepts application forms manually for the Ministries/Departments that require written evidence of the application/confirmation. However, online applications are preferred.
Yes, a notification/confirmation email will be sent automatically to the Head of Department/Supervisor when an application is made. Applicants need to provide information about the Head of Department/Supervisor accurately while completing the online application.
A notification email will be sent automatically to the course coordinator if the course application is not approved by the Head of Department/Supervisor. The course application will be cancelled automatically.
Applicants can review the Course Catalogue containing information such as course objectives, course duration, course date and target groups. Based on the information, applicants may choose the courses that suit their needs.
The course application status, either open or closed, is stated in the course information in the Course Catalogue on the INTAN portal (www.intanbk.intan.my).
The closing date to apply for a course is two (2) weeks before the course starts.
Applicants can check the result of their application one month before the course starts or by contacting the course secretariat.
Information about the designated course secretariat is available in the course information of the Course Catalogue on the INTAN portal (www.intanbk.intan.my).
Appeals can be made to the Programme Coordinator. However, the final decision depends on the consideration by INTAN.
INTAN will notify the Head of Department/Supervisor if a civil servant fails to attend a course after attendance is confirmed.

Payment can be made using the following methods:
- Cash (payment during course registration);
- Local order (LO); and
- Bank draft/ cheque/ postal order/ money order.
Accommodation facilities will be prioritised for participants who work and reside outside of Klang Valley. The application for accommodation must be made through the Course Secretariat, as stated in the course offer letter.
Participants can check in one day before the course starts at the accommodation counter starting from 3.00 p.m. until 7.00 p.m. For late arrival, participants need to notify the Course Secretariat in advance by calling 03-2084 7449. Participants also need to bring along their course offer letter when checking in at the hostels.
Among the facilities available at INTAN are conducive and comfortable lecture and seminar rooms; computer labs, sports and recreational facilities such as takraw court, squash court, gymnasium, swimming pool, netball court, football field, volleyball court and tennis court, library, accommodation facilities, bookstore, prayer room, musolla, cafeteria, and car parks.
Among the OKU facilities provided are OKU parking spaces, wheelchair ramps, and Braille lifts. However, OKU participants are required to inform the Course Secretariat in advance so that appropriate facilities can be provided for the comfort of the participants during the course.
No. The facilities at INTAN are only for course participants and civil servants.
Yes. INTAN offers facility rental but is limited to Ministries/ Departments/ Government Agencies and statutory bodies only. However, it depends on availability. Application for rental should be submitted to the Director of INTAN.
INTAN Library is open to course participants and civil servants only.
The membership of INTAN Library is open to employees of PSD and INTAN only. However, all civil servants can use INTAN Library for material references.
If you are not a member of INTAN Library but the Library/Resource Centre of your Ministry/Department/Agency is a member of the Library Loan Scheme (SPP), you can borrow the reading materials at INTAN Library according to the terms set by the SPP. Otherwise, you can send an official letter to request reading materials from INTAN Library for their consideration.
INTAN Courses/Main Products
No, the QA course is only open to the HLP recipient only.
The DPA course is COMPULSORY for an Administrative and Diplomatic Officer (PTD) for confirmation purposes, as mentioned in Service Circular Number 6 of 1980. The offering and selection of officers to attend the course are under the responsibility of the Service Division of PSD.
The ALMP course is a mandatory or COMPULSORY course for public service officers who hold the Public Service Premier Post (JUSA). It is conducted under the Leadership and Executive Development Cluster, INTAN Main Campus Bukit Kiara. Further information about the course can be obtained through the ALMP portal, a link available on the INTAN website (https://almp.intan.my/almpdrive/).
The EPSA (Public Sector e-Learning) is an online course that allows civil servants to attend the course at any time and from anywhere. Civil servants attending the EPSA course are eligible to receive a certificate in accordance with the specified terms. ISAC assessment is conducted to assess the level of understanding and skills in using information and communication technology (ICT) among public sector personnel.
a) Individuals
Individuals holding the following posts:

- Administrative Assistant (Finance) Grade W19
- Assistant Office Secretary Grade N19
- Customer Service Officer Grade N19
- Office Secretary Grade N29
Where passing the ISAC assessment is a pre-requisite for confirmation of their service.
b) Groups
Consists of employees selected by the Ministry/Department/Agency requesting the assessment on a group basis (a minimum of 30 candidates for one session). The request depends on the Ministry/Department/Agency that requires the assessment to be conducted on a group basis only. The request can officially be made to INTAN.
All applications to sit for the ISAC assessment must be done online only. The application can be made through the INTAN portal at http://www.intanbk.intan.my or directly through the ISAC portal at http://isac.intan.my. The application for employment at any public service agency should be made using the Public Sector Job Registration Form (SPA8i) that is available on the website of the Public Services Commission of Malaysia at www.spa.gov.my.

The application letter will be forwarded to the related Cluster within 1 week from the date of receipt of the letter. If the course title/module is not related or is outside the expertise of INTAN, the INTAN Senior Deputy Director Office will notify the Ministry/Department/Agency that submitted the application.
The application letter for INTAN speakers must include:
- Course/Programme Proposed Date
(The application letter must be received one month before the course/programme date). - Course/Programme Schedule
(State the proposed requirements of INTAN speakers according to the module). - Information of Officers in the Ministry/Department/Agency that INTAN can contact
The fees for INTAN speakers are in accordance with Treasury Circular Number 2-2005, which is Consolation Payment by Grade and will be paid by the applying Ministry/Agency/Department.
