To provide an attractive remuneration system that can attract, develop and retain public sector employees whilst maintaining harmonious employer-employee relations.


  1. Formulates, implements and monitors the management of the government’s remuneration system (public sector salaries, allowances and benefits).
  2. Formulates, implements and monitors the management of employer–employee relations.
  3. Conducts research and studies on remuneration.

  1. Reviews and researches the strategic direction for the policies on public service salary, allowances, and benefits; conducts benchmarking and reviews the best practices and current trends.
  2. Reviews and assesses the impact and effectiveness of the remuneration policy implemented in ensuring consistency with the goal of achieving a high-income developed nation status.
  3. Reviews and analyses the policies on Cost of Living Assistance, Annual Allowances and the Statutory Bodies that are separated in terms of Remuneration, Separation & Privatisation.

  1. Formulates, implements and monitors the management of public sector salaries via the establishment of public service salary policy to establish a remuneration system that can attract, develop and retain civil servants in the service.
  2. Provides advisory services or implements the inspectorate (based on need) on policy implementation and salary regulation to ensure the resolution of issues and proper implementation.

  1. Formulates, implements and monitors the management of public service allowances via the establishment of allowance policy that can attract, develop and retain civil servants in the service.
  2. Provides advisory services or implements the inspectorate (based on need) on the implementation of allowance policy and regulation to ensure the resolution of issues and proper implementation.

  1. Formulates, implements and monitors the management of employer-employee relations through the implementation of National Joint Council (MBK) and Departmental Joint Council (MBJ), and coordinates the demands made by Public Sector Unions/Associations.
  2. Provides advisory services or implements the inspectorate (based on need) on the implementation of policies and regulations concerning employer-employee relations to ensure the resolution of issues and proper implementation.

  1. Formulates, implements and monitors the management of public sector benefits via the establishment of policies on leave, regional relocation fares, public sector housing and buildings, medical, attire and working hours & overtime for the public sector to establish a remuneration system that can attract, develop and retain civil servants in the service.
  2. Provides advisory services or implements the inspectorate (based on need) on the implementation of policies and regulations on benefits to ensure the resolution of issues and proper implementation.
